    No, usually they have an submission based system fro dedicated photographer that wish to make money. If you were asking if you could use other pictures that do not belong to you, then yes essentially you will have to play by their pricing rules.

    If you are just looking for a picture to add a little bit to your webpage consider using a creative commons licensed image from Flickr. It probably won’t be the quality of a commercial photo, but in some cases it may meet your needs.
