John Morgan was born on March 31, 1956, in Lexington, Kentucky. In 1971, the Morgan family moved from their hometown of Lexington to Winter Park, Florida.

Morgan attended the University of Florida from 1974 to 1978. He then proceeded to the University of Florida Fredric G. Levin School of Law, where he attained his Juris Doctor in 1982. It’s also during this time that he met his future wife, Ultima Ann Degnan.
